CARB Regulations

As environmental regulations tighten within the state of California, Holt of California is striving to help guide businesses to deal with the changes in the forklift industry. On June 27th of 2024, the California Air Resources Board (CARB) unanimously adopted the Zero Emission Forklift Regulation, following extensive public comment and questions from manufacturers, businesses, forklift dealers, and business groups. This new regulation goes into effect on January 1st of 2026. This regulation aims to improve public health and air quality by transitioning forklifts from gasoline/propane to zero-emission alternatives, such as electric, by 2038.

The regulation mandates that large-spark ignition (gasoline/propane) forklifts be phased out by 2038.

Some key points of the regulation include:

  • Forklift Exceptions: Certain forklifts are exempt, including those with low usage, over 12,000 lbs capacity, rough terrain, truck-mounted, and diesel-powered units.
  • Reporting Requirements: All forklift users/dealers/rental agencies must begin reporting CARB compliance starting in 2026.
  • Phase-Out Caps: There are percentage caps on the annual phase-out requirements based on the size of fleet.
  • Rental Forklift Agencies: The regulation affects how rental agencies will be able to support the industry, especially seasonal rentals.
  • New Forklifts: The sale of new gasoline/propane forklifts (under 12,000 lbs. in some cases) will be prohibited, starting in 2026.
  • Electric Infrastructure Delays: Documentation is required by CARB for any extension requests due to delays in acquiring electrical service upgrades or new infrastructure site electrification.
